Judge largely faults Air Force for 2017 Texas church shooting that killed 26

The shooter, a former member of the U.S. Air Power, was charged in army courtroom in 2012 on suspicion of assaulting his partner and their little one. He later acquired a foul conduct discharge, confinement for 12 months, and was demoted to E-1, or airman fundamental.
